We have intercepted a message from Peacekeeper Command Headquarters in District 11. The rebellion is alive and well in the districts. Join the Panem Rebellion. Unite and fight! 

Intercepted from District 11 Master Sergeant R. Gallus: 

Command: MSG GALLUS D11G3 GUARD

Incident# 123DM-D11

On field patrol in Sector D11-4A,  LT 38.591179 LG -92.156144, PV2 squad reported grade B vandalism to troop transports and an improvised anti-personnel device. 

Upon neutralizing the device, our squads found themselves under attack from locals in what appeared to be a planned ambush.  Our squads sustained 0 casualties.

3 local insurgents were seen leaving the scene to the North, but were not apprehended.  

Damage to transports was cosmetic.

I've consequently ordered D11G3 on alert with rotating 24 hour patrols.  Squads are on PM EOS orders until the alert matures.
