Due to poor weather, D11 travel has been restricted.
Due to inclement weather in the region, the Panem Department of Homeland Security has restricted travel to and from District 11 indefinitely, except for officially sanctioned government business. These restrictions will not affect the upcoming 74th annual Hunger Games Victory Tour stop by Katniss Everdeen and Peeta Mellark, who will travel by a specially reinforced Panem Bullet Train to the Tour stop.
This week the agricultural district has been hit with unusually severe storms, including some flooding and high winds responsible for communications outages and an almost complete disruption of shipments to the Capitol.
The PDHS has not given any word as to when the restrictions might be lifted, though in a formal statement the department stated that all resources available - including additional Peacekeepers - are in route to minimize any further delays in agricultural shipments.

PDHS spokesman, Cicero Renae, assured the Capitol at a brief press conference today that things would get back to normal very soon, and that any damage that resulted from the storm would be handled by the Department of Homeland Security's local PEMA branch.
There had been some reports of minor fires in the district. Renae stated that these fires were, "Nothing to worry about, completely under control," and would not affect the upcoming Victory Tour stop. "Everything will proceed as normal. The Tour stop will be a wonderful and celebratory event - as usual."
